it's called cell-shaded (if you're referring to automodelista, jet grind radio, robotech etc)

how exactly do you do that on photoshop? i just do the basics but if someone can enlighten me i'll be grateful!

they use illustrator and photoshop combine but im just not that good at it yet

Not exactly what you’re looking for, but remarkably close. A little Photoshop and you’ll be set. From Couger’s Drawing Laboratory...

You're talking like three hours of work for some real cartoonish stuff... not the photoshop filters deal posted right above^^^^^; that looks like a quick job.
