Default valve noise, new valve springs?

I have a 1995 ls auto with 133000 on it. I recently began hearing a ticking noise on start-up that lessens somewhat after it is warm. However, after driving at highway speeds(70-80) for ~25 minutes, the noise comes back and is louder at all engine speeds. I have recently changed the oil and filter. I also checked the valve clearance, it is within specs. The timing belt was changed at 90000, but it seemed a little loose. I could easily move it ~1/4in and maybe a little more. Could the valve springs be bad? Also I noticed that the up marks on the cam gears were not perfectly aligned.

Is ur car DOHC (cam gears were not perfectly aligned) they are normal. As one straight the other one were not prefectly straight.

Yes, my car is a DOHC, the arrow on one gear was pointing straight and the other was almost the same.
