Default GC sleeves full of water, how to fix?

Took the rear shocks off to change springs, and found that the Ground Control sleeves were full of water (this is on Koni yellow shocks). No corrosion yet, but it's just a matter of time if it stays like this.

I'm thinking of sealing the top with silicone, but that stuff never seems to last. Anybody else had this problem and found a good solution?

Is it possible to drill one or more small holes vertically in the seat to allow the water to drain. As long as the holes are not in a high stress (tensile) region, you shouldn't have any failures.

a well sized o-ring between the sleeve and the shock body will do the trick.
