CAR IS SLUGGISH ON HIGH END.
Setup:
B18c1 85mm 11:8.1
Stock Head
P28 chipped Ecu 5200/9000
4-2-1 DC Header 2.25 Straight pipe.
The car pulls very nice on Low End/Low Gears, but when I get to 3rd & 4th it feels sluggish. I was racing a Stock 91 LS and it caught up and passed on 4th gear. I was told that it is possible that I am running Lean up top, so I bought a Walbro 255 LHP Fuel Pump. I will install that today to see if anything changes. Any clues fellows?

Sounds to me like your not going into vtec.
Check your oil levels.
By your post it looks like your reving to 9k on a stock b18c head. That is really uneccessary and dangerous because your stock cams dont make power that high, and your stock valvetrain isnt made to rev to 9k safely.

a stock ls caught you? damn that should never happen with the set up you have. another thing you could try with the fuel situation is just throw a fuel pressure gauge and a pressure regulator. i just put my gauge on and found out i was runnin way lean too fuel pressure was only something like 32 psi so i adjusted it up to about 43 psi (with the vaccume line off)
a 255 lph fuel pump will outflow the stock fpr.
if u'r going to increase the fuel, u'll need an adjustable fpr and/or injectors at the very least.
maybe the LS was faster than you?

same thing happened to me...kinda vice versa though...
was racing a civic the other day..have no idea what it was or anything....[i have an ls...IHE...autotragic] anyway, i took him off the line, held him about 3/4 of the way through first, then he pulled on me at the end of first, and all of second..had about a car length and a half on me, hit third gear and i started to catch back up...passed him at the top of third, with him looking over like WTF??

This weekend I raced a 92 Hatch w/ a B18c Swap and it was pretty even until up top. Like @ 120mph he would inch up and pass me. He was running an LS tranny, so on the early gears I would own him ( Y1 tranny ). I might install a Skunk2 IM, since I don't have the P72 ECU and my Butterfly is always open.
