Default Big big fuel troubles... HELP ME!!!

99 Civic Si, b16, uberdata, 450 DSM injectors.

I was driving this morning, car started acting up...not wanting to move at all, but for some reason, stayed pretty much in boost whenever I even touched the gas pedal. I'm getting alot of backfires, sounds horrible (like running on 3 cyl horrible). Plugs are fouled bigtime after just a short 15 mile drive. Burned like 1/4 tank of gas. Compression test revealed 220,220,200,220 psi. So, that's definately not the issue. It's like my injectors are in a solid dump mode. The car runs amazingly well in boost. Like better than is has ever run. Wideband is stuck on RICH, and it won't idle at all. NO CEL's. I don't think I've missed anything here.

When I plug the EFI fuse back in, my fuel pressure jumps up to 45psi, but it sounds like something is spraying. I unplugged each injector, still the same noise, just can't locate it. Sounds like it's coming from around the fuel rail area somewhere.

Edit...the injectors are not stuck open...Just checked that.
