need help!!!!!!! 1996 honda civic
I own a 1996 honda civic. I want to add more HP to it without having to put nitros or turbo just yet. What do you recommend for starters.

Depends on the motor you have. If it's the D16Y8 VTEC, add a header, catback exhaust system, intake, and get a tune up. After a while, do internals. If it's the D16Y7 non-VTEC, don't bother. Just save and boost it.
Search this site and determine the route you want to take. What do you want your car for, how far do you want to go in the future. My advice is save your money until you can figure out exactly what you want from your car in the end.
at this point what I really want is my car to move faster when I step on the pedal being able to feel a difference (just add some ***** to it). also its a non-vtec 1.6 L engine so if I decided to put air intake,header and an exhaust system would it even make a difference?

How much faster do you want to go and (the most important question) how much are you willing to spend? The more money you're willing to spend, the faster you will go. Let us know what kind of budget you are on, if any.

I/H/E can definitely add power, but not a whole lot. If you decide to go turbo or something, you've just wasted money on the header and intake. Thats why I say to really be sure of what you want before spending that first dime. You don't want to regret it later.
(Also a home made turbo setup can run the same price as a really good intake, header and exhaust, so don't rule any options out based on price until you've really researched a lot.)

if you do plan on doing a turbo, get exhaust anyway... and also a cheap intake still does wonders, you would be amazed at the difference you feel with intake, a header, and exhaust, also, depending on where you're located... high-flow cats are awesome.
then you can also do what is called a mini-me swap, where you put a d-series vtec head on your non vtec block. D-series motors are amazingly stout and can be rather potent for little cash... altho, depending on your long term goals... you can go to a b-series rather affordably.
no matter what you do, if you have problems, you always have somewhere to go to.
