How do I get a 94 Integra into the 13's?
I want to stomp a tricked out RX-7 that runs high 13's right now. Is it possible to get my integra in that range or not? I have heard of some type R's getting into high 13's with just bolt ons. I am just looking for ideas to see if it is possible. Thanks guys.

Even if you only have an Ls/Rs a turbo kit set at 9 psi or more will definatly get you to 13.8's or less, with good tires. 13's will require some sort of FI unless you want to dump 3 grand into going all motor. Bolt-ons won't be enough.
Its call BOOST, basically the easy way to getting into the 13's. With proper tuning and good tires like he said and a LSD for your tranny and you'll be in the 13's LS or GSR.
cool right now i have some headers, catback exaust, carbon fiber hood and taillights, and a brand new inner cooler. what else would i need to stomp on a rx7. thats not that expensive.

What the hell is a innercooler?? Are you turbo already?? If you are then you should have no problem disposing the rotary. Taillights won't help you at all, unless they work like a James Bond gadget and spray oil in front of your opponent, they are useless. Cheap bang for the buck, get nitrous and drag radials. a 75shot should be enough to beat that car. Give us some more detailed info on your car, what model, and what parts you have. Like what kind of exhaust and header.
I usually try and help out everyone. However, this statement is going to force me to get some more info from you before I waste my time and type a shitload of things.

first, we have a header in our car not "headers", second a carbon fibre hood and a set of tail lights won't do **** for you beating a "tricked out RX-7"...and a brand new "inner cooler" (whatever that is) doesn't give you **** for power.

Not expensive? How much is expensive and it would help to know what you ACTUALLY have for a car and whats under your hood.....

As patdemps said, your carbon fiber hood and your taillights do nothing for your performance, I'm sure you knew that already.
You have a header, but then you say you have an "innercooler?" you mean an INTERCOOLER? If you truly had one, then would have a turbo in your car already, which would mean you DO NOT have a header.
Try to learn exactly what you have, then tell us again. We can help you easier that way.
However, listen to what the others have said. Getting an Integra into the 13's quickly and easily (and not too expensive) would be to go the forced induction route. Bolts ons, such as header, exhaust, intake, cams, etc.....would be too expensive in the long run if that's your goal.

If you really want to beat a tricked out RX-7 you may want to quit wasting money on things to make your car look gay and invest in something that might actually give your car some go... a turbo kit would be very nice
