Cold air intake???
Well AEM has a thing called a bypass valve. If i lived in Washington though I would probably just stick with short ram.

Try that it should help with your question. Oh and next time try the search function. You can find a ton of **** with it.

heard that the aem bypass only works if the intake has been submerged in water, does little to nothing for splashes or partial suction...it would worry me too much. run the short ram.

I've got one, but I figure that as long as your plastic inner fender is intact, that should be enough to protect you from the spray from your wheels. If you see a really *big* puddle, go around it. I haven't had any problems yet.
If you really have your sights set on a cold-air system then all you need is a by-pass valve. It takes care of all your problems, concerning water. Yet you will have to fork out some change, because the system itself is not cheap.
