Bad ECU?

The motor cranks but will not start, my pump is not priming, my relay is not clicking and I have tried several other relays, I get a solid CEL, i'm assuming my ECU is bad? pr4 b18 on crx.

Is this a new swap or just a sudden problem?

it happened right after I took my chip out to put a new map on, it was fine before.
