What is this green crap?

Was cleaning out my evaporator, went inside for a bit, and when I came back out this green stuff was dripping out of the smaller tube.
Focus on the smaller tube (don't know the exact name), it's like a neon green (antifreeze color) oily substance.....and no, it's not antifreeze

Is this just oil? Or is it a sign of something bad?
Additionally....is there a way to tell if an evaporator is still good or not without having the a/c system hooked up?
was there a problem with the ac before? if not your'e evap is probably fine. if it wasn't the dye would actually show up on the seams or something indicating a leak.

I bought the car without the a/c system. Everything under the hood was gone.
All the interior crap was still there...evaporator, switches, wiring etc.
The evaporator lines were left open at the firewall.
I'm cleaning EVERYTHING up since I had it all apart to do wiring and I'm just trying to figure out if the evaporator is good or not.
If it's not, I'd like to go ahead and get it replaced while everything is apart, but it is an expensive item and I don't want to have to shell out any money if I don't have to.
