speedometer help needed, picture inside!
Here is the problem:

When the ignition is turned on, the speedo reads where it is at now.
1. The speedo isn't hooked up (the VSS is in my swap, soon to be in)
Is the speedo supposed to just read zero if it has power, but no speed signal from the ECU?
When I put the needle back on, could I have put it back in the wrong position? (the cluster was rather dirty when I received it, so I cleaned it up a bit, the numbers and needles were almost a grey color)
Could I just take the needle off again when it is in that position, and replace it at 0 kmph?
My best guess is that it is just a calibration problem, and I need to replace the needle to its original position.
Any help is appreciated!!

Who cares about rolling back an odometer? It is NOT ILLEGAL if the car is over 10 years old!!!! Can we say "Mileage exempt status"? Anyway, take the cluster apart and reposition the needle. I had to line mine up just right after altering the mileage on a replacement cluster.
yea i know its not, i read all the other threads on the topic, i even remember what your stance on it is, and i agree with you. thank you for the help though!

You may have put the needle back on wrong take off the needle and put it all the way at the end

I know that w/the us ones you could just adj. it while it was still connected. I sacrificed a cluster when attempting to scan my oem gauge faces, so I don't touch the needles anymore.
edit: man, those clusters don't look too bad, for some reason it looks good there. Man, if only I could make the speedo MPH

why bother with the speedo? is it illegal in your state or something? i'm just going to run it in KMPH and get used to it (doing the conversion)... i already have most of them memorized and its not even working yet

very true, i messed with the fuel needle on my 88 crx dx and i guess after that i forgot about ever trusting my fuel gauge

If you remove and replace the needles on the tacho and speedo with he engine off they settle a fair bit lower than 0. The little rods that the needles rest on are there for a reason
Put them back on with the cluster plugged in and engine running.
If you want to remove your fuel needle then it takes a while to get it back.
You can pretty much guarentee that you will move the fuel "motor" when replacing it so be careful, You can lightly put the needle on so its just catching.
I've always removed the needle and left it off for say 30 miles to settle back, filled the car to the brim with fuel and then driven it for another 3-4 miles and put the needle back on the top full position.

I think his problem is that the cars not even moving and it says 40 (Km/h)....so ya he would probably fail inspection.
I say get it running and if cruising down the road it says around 65 Km/h (= ~40MPH) then you know its just simply off. And if it goes back to zero then your done with it
