tie rod boot install?

Default tie rod boot install?

the boots that go on both of my tie rods are loose on the end closest to the wheel. I have a del sol, and looked on a friends sol and can't see anything visible from the outside that holds them from moving back and forth. there aren't any clamps on them like on the cv joints. what holds them in place, and how do i do it?
