Default High flow cat emissions question

I am trying to get my B16 CRX to pass emissions and have a question about catalytic converters. My best guess is that my cat is shot but when I replace it I want to go high flow. I dont want to have to buy a stock one just to pass then replace it right away so I was wondering do the high flow ones still help with emissions control? If so how well? Also, anyone know what the numbers are supposed to look like for a properly running 1st gen B16?

My scores;
Test/allowed/actual
CO/15/16.42
HC/1.60/1.44
NOX/2.50/1.34

To me your catalytic converter looks fine. Usually the NOX emissions are high when the cat is cooked. I would suggest a tuneup and try again.

Tuneup=?

It has new oil, wires, plugs, rotor & dist cap.
