The question is, what do you plan to do with your car? That will drive all things you should buy for it.
As for shifting, I normally shift around 3-4k during normal driving, and redline when racing.

getting an integra down to the 11 to 10 sec range will take large amounts of work and $$$, fwd cars aren't the best for drag racing, with some exceptions. In general though, with the money you'd spend making your teg a 10 sec monster, you could get a rwd to run in the 9's if not lower. just my $.02, not to say that it wouldn't be cool to try
if youre looking for 10s and 11s i would suggest reading around in the FI section here. Your looking at a fully built engine and full engine management.
For the 1/4 get a 94 JDM H22, will bolt in w/ a mount kit
Or for something lighter and more expensive get a CRVTEC will bolt in , with no mount kit.
Seriously though you should keep the racing for the track, it really isn't fair to the innocent people out in the street, street racing is just not worth it, you will either die, kill somebody, or get your car impounded

The fastest daily drivers Integras I have personally seen were in the 11s. They were hitting just over 400 hp, and ran 11.8s. Fully built engine, SpeedPro, 18lbs of boost, 24 or 25 inch slicks, on race gas. Pretty awesome ride.
ok... how bout this... Something with a bit more power than a stock DZ-302 *like I said, I like to set higher expectations*

250-350 hp is easy but 10's are not I think you should get into auto crossing! much different that strait line racers. Thats what integra's are good at not going fast in a line!
250-350hp?? build your engine and then go FI 11-10s daily driven... might i suggest a rwd live axle f-body or 5.0 but hey 10s in an integ would give you mad props especially if it's your daily driver, warning reliability will turn to ****. i'm aiming for high 12s but then again i am all motor.

First of all, Welcome fellow GSR member. I just looked over your site and I see you are a fellow Old School VW enthusiast, sepcifically Baja bugs. Being somewhat of a Old School Bug enthusiast myself, I sort of understand where you are coming from. I have restored two bugs myself, and am currently looking for another one to have some serious fun with.
Like it was said before, to make a FWD Integra break 10's is going to take some serious $$$, time, tweaking, and patience. One of the problems that you might run into is initial launch off the line. I am sure that it is possible to make your engine hit 250hp+ (engine rebuild, Turbo, and NOS), but in the process it will get harder to launch your car due to the weight transfer on FWD cars.
Other than that, most of us here are more than willing to help you on your quest. Occasionally you may run into people that just nag, complain, and whine, but usually they go away over time.

First one was a 1975 Fuel Injected Super Beetle, which we paid $900 for. At first, the car was missing smog parts. It was in decent shape, not a lot of rust. Redid the seats, carpet, door panels, and some of the chrome. Did some minor engine work, replaced the clutch, and got it to pass smog. Left it pretty much in stock formation. Turned around and sold it for $2500. Owned the car for about 4-5 years.
Second car was a 1973 Super Beetle, non-fuel injected, and paid $300 for. The car started with a salvaged title because the front nose was crushed in a bit. The interior and exterior needed a lot of work, but did not have a lot of rust. Stripped the car down to its naked shell and had it painted a metallic silver frost. Replaced everything on the car with new parts (rubber trim, seats, headliner, carpet, glass, etc...). Did some minor engine work. Drove the car around for awhile, and decided it was time for a more modern car. Put it on the street corner, and within a few days, some local guy came buy and bought it for $3700.
I currently drive a 2001 Integra GSR. I am not going to anything wild with this car at all. No lowering, no engine mods, no suspension mods, nothing. I just do a lot of research and listen to other peoples comments about things they have done. I just sit back and enjoy the ride.
Right now I am looking for an old bug, 1960-67, with either a convertible or ragtop roof. I have plans on lowering it, putting a 200hp+ Porsche style engine in, Berg 5 speed tranny, new headlights, stinger exhaust
, 12V conversion, possible disc brakes, and some other goodies.

Get a DRAG III Turbo Kit. you can bolt that on to a stock GSR motor and get some kick-*** HP/TQ. Then from there, build out your motor. Make it "bullet-proof" Pistons, rings, connecting rods, cam shafts, cam gears, pullies, valve train ect...

FOr 250 hp, just get a drag kit. I mean, at 9 psi, i bet you could easily get 250 @ wheels, probably more with some good tuning. And a LOT more with pistons, rods, and sleeves+ increased boost.
