Default Fully built motor problems

Long story short as I can.

Had........
stock motor
Rev Hard turbo kit
Precision sc34
Upgraded intercooler
Hondata and 550's
3" exhaust and no cat.

Installed.......
Built GSR longblock 9.5:1 Cr.
G.E. 2.0 sleeved
Eagle rods
Weisco pistons
Square ported head
Rev Hard intake manifold, port matched
Supertech black nitrate valves
Portflow springs
Crower retainers

Using previous tune to start up, since I have nobody local to retune the Hondata.

Upon start up, code 1 for 02 sensor, and code 14 for IAC. Thought a wiring problem since 02 code came on at startup, not after warmup. Car idles around 500rpms once warmed up, even with idle controll ALL the way out.

Figured the IAC must not line up correctly with new intake manifold since the stock throttle body doesn't even match up well with the manifold and the cold start had to be removed from it in filled in, in order not to have a vacuum leak. I am switching to a RPM 70mm throttle body anyway. The Rev hard manifold only has 1 water outlet, the smaller one is plugged off. I had to tee off the thermostat line to run to the back of the block and to the IAC so that it would get water flow.

Then, a deal came up to switch out cars with my buddy, my GSR body with Rev Hard kit, for his CX with Full-Race kit and SC63 turbo, same Hondata, 550's, 3"exhaust but a Aeromotive FPR, his tune was set for 52lbs of fuel pressure instead of 43 on my tune.

I put my build engine in the hatch, started it up, got the same codes, 1 for O2, 14 for IAC. Different wiring harness and O2.

So, could my tune be so far off that it instantly sets off the code, even in cold start? And would the tune be the reason the idle is so low? No clue on the IAC problem?

Any ideas would be appreciated. Thanks.
