Obviously a built motor will last longer than a used one, especially if you build a motor with low miles....

Of course building it would be better, what kind of question is this?
But then again, it depends on whether it's worth it money-wise. Are you fully building it up with STOCK parts? In that case, the money put in probably wouldn't be worth it if you get a motor with low mileage. Being the fact that you can't boost it or run the motor hard either way (they will have the same potential).
If you are building it up with some forged internals, sleeving the block, etc.....then of course it's going to be better.
Your question is strange. Of course it would be better to build. You have to ask yourself, "Is it worth it for the application/goals that I want for the motor?"
