Try checking vacuum lines for leaks. Try checking to see if the idle air control valve is working properly. You might have some bad spark plugs, check them. If not just go through a manual with all the possible problems for the symptoms of your car.
Sounds like a sticking throttle body to me. Check to make sure your linkage isnt binding up. Clean the heck out of that throttle body inside and out and see if that helps.

it is a 2001 GSR, how could the throttle body be dirty as hell, mine has 105000 miles on it, and no problems..... im gonna go with......, i have no clue, but the throttle body has to be mint. unless the newer a car is, the more problems it has........

Most people find it hard to understand that it's hard to diagnos a problem with a car without being with that car. Next time that happens, either try pulling up on your pedal or pop your hood and pull your throttle closed and see if that drops your idle drops to where it should be. That will give you a good idea if it is your throttle body or linkage sticking. And it doesn't matter how new or old a car is it can still get gunk in it. Especially inside the throttle body it only takes a little gunk to make the plate hard to close.
Definitely check the inside of your intake. If all is good, and throttle is not binding, then it's probably your IAC (Idle Air Control). That was a problem I had with mine. I have an '88 RS, but it's still the basic design as newer integra's.
