VSS Not Working
Your VTEC will not engage b/c your ECU has no way of telling that your car is under load.
Have you ever changed you coolant or had you engine pulled?
I wouldn't change the cluster just yet b/c more than likely it's not your cluster.
Here are a couple of other things for you to check.
Un-plug your VSS and look in it and see if any of the pins are corroded. If they all seem fine then check your VSS/Alt fuse under your dash. If that fuse is not blown there is probably a problem in the wiring between the cluster and VSS.
I've got a '99 EX and I've replaced the VSS twice, swapped clusters with a buddy and replace the plug on the harness end and my Speedo still jumps around. I can wiggle the wiring and make my speedo jump so obviously it's the wiring.
Check those things out and let me know what it is. It's not going to be your cluster.

having the same **** happen to me...mines goes on and off when it wants too...it seems like now only in first gear..so as soon as i hit second gear my speedo jumps to like 20 mph...
This is going to sound crazy, especially since its my first post, but mine did the same thing and come to find out it was the electrical ground under the throttle body. It was barely loose and when I would hit bumps it would make the vss spike and the CEL flash. Vtec also wouldnt work after it did it the first time and wouldnt start working until I shut the car off and back on (basically a soft reset of the ecu)

what codes is it throwing?
a lot of times they go bad when coolant gets into the plug shorts it out. if you bought the VSS used it is possible that you could've bought a bad one.
