Default Should the wheels turn while in Park????

From what i remember in my past civics and sol and my sisters civic the wheels wouldnt turn when the car was in park and jacked up.

My question is: IF my g/f's 97 civic EX is in park and jacked up should the wheels be able to freely spin (like if i were to tighten lugs, etc.)?

If it's an AT then the front wheels will not spin while in park. But, I wouldn't apply any force (such as torqueing your lug nuts) because it may substantually f*ck up your tranny.

Well im not talking about torquing them down all the way, i just mean like not much force at all. I mean you can spin the tires with your hand on the tire.

Im talking about the front tires only
