Windshield Wipers... Strange...
OK here's the strangest story.
When my hatch got stolen a little over a year ago, i got it back and of course they just stole the gauges and everything in the car. not the rims, motor, nothing else. When i got it back my windshield wipers did not work. They only worked if you mist them. If you turn them on they didn't work. So yeah yeah, i really don't care about windshield wipers, that's why they invented Rain-X. But the other day, last week to be exact it started to rain. So i misted my wipers.. but they kept on misting, actually at the highest rate that your wipers will go. and would not stop. So I looked like the town idiot after it stopped raining i still had my wipers on in the sunshine! (Yes everyone was probably laughing at me) I took apart my steering column, dashboard fuse box everything. There are No sliced wires anywhere that i can see. Ohh they stole my car by unscrewing the ignition and turning it over that way, in case that helps. So any help on this?
-no cut wires.
-fuse box not scratched.
-everything unplugged and plugged back in.
-cleaned the plugs.
I figure that i should replaces the entire assembly and that might work?
at a loss... Can anyone figure out this mystery?

In my hatch I went to mist the windshield and then the wipers went their fastest speed, non-stop which is what happened to you. So I pulled the fuse and decided to drive home without the wipers going to save myself the embarassment.
Anyway, I took apart the steering column and unplugged the wipers from the wiper control. I took out the whole wiper control and took it completely apart. It is kind of greasy in there and there is one spring but it shouldn't be a problem at all. I put it all back together after fiddling with it for about 20 minutes. Then I plugged it back in and put the fuse back in and it works great now.
So maybe try taking it completely apart like I did. Hope that helps you out

Could be the stalk itself. Have you tried another one that you know works? They're pretty delicate, and tend to wear out quite often.

I'm sorry If im not taking the time to just do a trial and error, i just want to get an idea of waht I should try first, and next, and try to see if i could fix the problem on my first shot. I dont have tools anymore cause that was stolen from my car when the stole my car, and I dont have much time to work on the car cause I dont have a garage and light, and I work almost everyday. I do have a service manual, but I just would like to know what the mostlikely problem would be so I could waste no time and check that first. Also an answer by this weekend would be great, and if is the wiper motors, i can pull one off a junk'd civic I have in the front yard, but I have to do it by this weekend because that goes away on monday.

have you taken the wiper stalk apart? umm from what i remember there are like 2 screws holding it in to the wheel column. take it off and unplug the wire. depending on your car there are switchs inside the stalk. i am having a problem with mines at the moment and will need a whole new stalk. becareful taking the stalk apart because the pieces inside will fall out. btw the casing of the stalk is just small clips on the side just pop them and it will slide out. from your problem.. it is the same as mines.. the mist works and the high wipe works. mines once i put it on high, the wipers will not stop even if i put switch to off. after taking my stalk apart, there is a small **** that will move a small square up and down which sets the wipe to off, low, and high. that **** of mines is broken thus when i put the wipe on high, the **** is long enough to make it switch to high but the broken **** is not long enough to pull the square back to off. hope this helps. there is nothing i can do now for mines and am looking for a 92-95 civic stalk to replaces mines.

So what you're saying is that it could still be the stalk, even though my rear windshield wiper switch on the same stalk still works, but nothing works for the front windshield wipers...?

yeps... my mist works fine... only thing wrong is that i cant wipe on low and cant turn it off.. only way to know for sure is to open the casing up and look at all the switchs inside as wells as the ***** to move those switchs around. when i opend mines up, the broken **** fell out and after inspection that broken piece goes with the other half of the **** that moves the wiper switch. i have a 92 cx i only have off low and high, no rear wiper. but from just thought and experience, i would say it is a broken ****. my first thoughts were the fuse and wiring. i checked all those and i didnt mess with my lines only after opening the stalk casing is when i found the answer.
Your combo switch sounds like it's f'ed up. I would take it off and fix/replace it and it will solve your problem. I have a buddy who has a stock 96 hatch and his wipers act all crazy.
