1990 Rs with ls/vtec or h22
yes, they are both possible.
But you might be happier performance wise and get more bang for the buck if you make sure your b18a is running well and then you piece together a tubo kit. Since you have an RS, you should have more room to work with in the engine bay for a nice turbo setup.
There are many possibilities with all generations of integras, especially the DA (90-93) and DC(94-01) chassis, even the first gen can have all B-series motors swapped into it.
Also be sure to use the little search option at the top right hand corner of the page; it might seem like a lot of stuff to go through, but I know you will find something, especially in the archives.
I know also there was a person talking about his h22 swap and bad experience with a paticular kit into a 90-93 teg just a week or two ago.

I would go RS turbo easiest and fastest for the money they LS/Vtec could be problematic will cost some money. H22 you have alot of custom fabercating and I think you have to move the firewall back to fit it in there. RS turbo is you fastest and cheapest bet.
