Default Burnt out Ecu?

My car ran good obd1 b18c. Then i put in obd1 injectors and elimintaed the resistor box and this started, it sat for like 3-4 mths inbetween though.

The main relay buzzes (tested in friends car and is good) and im getting a constant check engine light, so i dont think the ecu is functioning properly.

Theres a blue.yellow wire that goes though the injector harness. I traced it back to the Ecu. It goes to pin A17. When i disconnect this wire in the injector harenss the main relay stops buzzing. I am getting 12V to injectors but the Ecu isnt closing the ground. This wire going to pin A17 is putting out 12V when the key is on. From checking pinouts. A17 is nothing. So i dont know whats going on. I got my pionut from here http://tech2.hybridgarage.com/..._obd1

All myl grounds/fueses are good. I just cant figure out what the problem here is.

Can anyone help me out, is this A17 suposed to be putting out 12V or is my ecu cooked?
