Default Defective Stainless brake lines?EARLS

Hello all, I just purchased a set of ss lines from earls for my 92 civic with front and rear brakes.
The question is...
The brakets that bolt on have little brass pivots in them, all of the little brass pivots
swivel except two... And the accompaning side that has the same bracket doesnt swivel. I am wondering if this is a defect or if this is normal or if this is a problem that doesnt really affect saftey in any way(these are brakes). I am a technician and my better judgement is that i should send these back but i havent looked at the brake lines recently to see if these swivel pivots actually make a difference.
They are still in the box, help would be greatly appreciated.

mine swivel without any problem. however i do notice that the clip that keeps the swivel joint in place has a range of about 1 inch to shift around. is this ok? or is this bad? i always figured that if the line is able to slide around like that and rub, it is a bad thing b/c it can lead to wear and tear.
