Default Weird OBD0-OBD1 Conversion Problem! HELP!

Setup is a 1991 CRX DX converted to MPFI w/ B20Z, RC 440cc(high impedence). The conversion harness is from Camp1320.com. The car wouldn't crank with a stock OBD1 P06 and it had no fuel pressure. We then tried to start it with a OBD0 PR4 and it cranked but shut off. I then tried my P75 w/ Hondata from my car along with my Blown90Hatch conversion harness and it has no fuel pressure and no injector pulse. This leaves me clueless. The conversion harness and the Hondata work fine in my car but it wount work in his car. The car still gets fuel pressure with the OBD0 ecu but no it has no injector pulse either. Any help?

Under the dash. Take out the little coin holder there(3 phillip head screws), and look up and you will see it. It is held on with a 10mm bolt.
