Default how effective is this ground?

The ground that comes off the front of the head and conncects to the radiator support.
Now does this ground actually work? or is it just there because they can put it there?

A better ground gives more Torque, better Mileage, better Response, and better Starting Ability.

lets rephrase your statement.

A *PROPER* ground provdes proper torque, gas mileage, throttle response, and starting ability.

Its not going to magically make you gain 10hp or anything. As long as your ground wires are adequate, then thats all there is to say.
