is there an egr valve on my car? i dont see the place for it on my head/block.
wat will i have to change in order to pass referee and get sticker?
do i have to change my ecu to obd1 or obd2 because i think the motor is obd2.

I'm not sure if you will have to go obd2 or not. You might because its from a 99 si, but there's a possibility you might be able to pass it as an obd1 delsol motor. I was always confused on that part.
One thing is for sure though - you can't stay non-obd.

All emissions equipment and stuff should be from the vehicle the engine came from - the 99 Si.
That includes the ECU, intake air box (or CARB approived equivalent), exhaust manifold (or CARB approved equivalent), sensors, intake manifold, ... blah blah blah.
If you don't see the STOCK 99 Si with an EGR then you don't need one.
You are basically showing that you put the entire engine and emission management system from a different car (99 Si) into your car and it all runs and is set up just like it was in the donor car (99 Si).
The inspector can and might look at your ECU. From what I hear, you need to get a printout from a Honda dealership that confirms that the ECU you have installed in your car matches the engine you have it running.
Now, if your engine was offered in different vehicles with different OBD's (OBD-1 OBD-2) then you can convert your management sytem to either one you choose. Like the above post says - if the del sol had it and was OBD1 then you can run your engine using the Del Sol ECU, intake... etc. If not, then you're going to have to run it with all the 99 Si parts.

i dont think your engine needs the matching electronics from a 99 Si.....im pretty sure you just have to use your non OBD equipment being your car is non OBD. Your engine is obviously same year or NEWER than your car which is a main thing smog stations and referee's look for, so that shouldnt be a problem. I see you live in San Ho.....go to california DMV online or call them to find out the regulations.
