cannot pull code from ECM

I am quite new to this community, and I do not know where to post. So, pardon me if I post this at the wrong place.
I need a suggestion on the following:
My car's check engine light is on all the time. I went to Honda Dealer to check my Honda Accord 1995 EX. This is the report I got: "Cannot pull code, not getting a signal from the ECM." Anybody know what may cause this problem? Using an online guide, I tried to pull the code myself by jumping the connector under the glove box, but the check engine light did not flash the code as I expected.

It's referred to as CEL 0, meaning the ECU will not offer a code. Either some wiring is proper fucked so that the ECU doesn't know wtf is going on, or else the ECU is proper fucked and needs replaced.
