Default scratches in cylinders

i have i few scratches in 2 of the cylinders of a b18 block that my friend sold me for 10 bucks, and i want to fix it so the piston rings seal properly. i have 2 questions. can the scratches be buffed out? and with what? some of the scratches are deeper, can a block be resleeved? how do the do that? grind away a certain amount of metal and then weld in a new circle of metal? thanks guys

machine shop get it honed..i dunno how deep the scratches are.. or buy some sleeves and resleeve it.. but the resleeving is gonna cost you a ton so i wouldnt do it unless you are planning on alot of hp with a turbo..

have your cylinders honed that SHOULD take care of most of them, if not, bore it out to take care of the scratches and get new pistons

if he bores it might it be too thin in the walls to turbo if that's his plan? I mean depending
on the bore.

He sold you the block for $10? Is there anything else wrong with it?
