Default Emission testing

I need some major help.

I have flunked three e-tests and I am running out of options and money. I have a 1990 DX H/B with a 1990 DX engine and tranny swapped in from Japan. I haven't had the care very long and bought it un e-tested. I took it in and the carbon levels were through the roof. I changed the plugs and distributor and tested again. Nodda. I swapped the o2 sensor for a basic GM sensor as I had to relocate due to a set of 4-2-1 headers. I am now getting OK voltage but still burning too high in the carbons. I can only think to adjust the timing on it as it burns good and clean at idle and under 40 mph. The air/fuel mix just gets lean and produces too much damn hydrocarbons, causing the flunk. Any help that you guys could give would be really appreciated.

find someone to do it illegally i guess then you have to work on it and get it ddone so next time you can just smog it

my crx is lowered on kybs and prokit, and i also have a ww kit. when i took my car for e-test they waived it because it would have scraped the rollers. i got a 2-year waiver, no test, didn't have to pay, they said in 2 years if its the same way. i'll get another 2 year waiver...

this is all in MD too
