Default Radiator hoses collapsing inwards!

I have a 95 accord, the upper and lower radiator hoses seem to be collapsing inwards, in other words it doesnt seem like there is outward pressure from the system but inward rather. I recently had the upper hose changed. Any ideas why this is happening?? Is this something I can do myself??

Also check or replace your radiator cap. Under the cap, the smallest disk that opens inwards is supposed to easily let it suck fluid back in from the overflow reservoir. If that's stuck, or if the hose to the bottle is plugged, then it can't suck fluid back in as it cools down. That's usually when the hoses collapse.
