Opinions on upgrades please

I've been driving my 2000 Gsr stock for just over a year, its time for some upgrades. So Ithought I'd ask...
This is a southern Cali car, and I want to try and stay legal, or close enough to pass smog. Also, most of these will be done one at a time, as available cash permits, so suggestions on what to do first would be nice. I'm just looking for some more power/performance while keeping reliability on a daily driver.
AEM CAI (thinking this first)
Replace muffler/exhaust (recommendations please, was thinking Comptech for sound)
Skunk2 Stage 1 cams (or are the better CARB-legal cams?)
Adjustable cam gears (is it worth it besides looks?)
Skunk2 IM (is it worth it?)
anything else someone wants to recommend (fuel rail, injectors, spark plugs, etc...)
I'd love to just add a JRSC, but I doubt I'll manage to scrape the cash together for that.
And not really power related, but since the thread is here...
a lowering kit of some kind (really need help here, its street driven, so I want a good ride, but want a lowered stance)
rims/tires (looking for brand recommendations, I know some of them have to be so expensive because they're the "cool" brand right now)

I WOULD FIRST START WITH SPRINGS/SHOCKS, NECESSARY SUSP. WORK, (+RIMS), JUST TO GET THAT OUTTA THE WAY, BODY STYLINGS, WHATEVER....AFTER THATS ALL DONE GET UNDER YOUR HOOD AND START TO ADD THE HP -DO SOME BASIC MODS (INTAKE HEADER EXHAUST, PLUGS) NEXT GO TO YOUR FUEL REGULATION, TRANSMISSION, CAMS...IF YOU'RE THINKING CHIP MAKE SURE YOU THINK ABOUT DOING CAMSHAFT WORK
