Default how do you add a lip?

I don't see how an ITR lip can be added to a 98 bumper. Would you have to bondo it to make it conform? You obviously would not just add it to the bottom of the stock bumper. Very confused... yes I know I am a noob for asking this question.

nothing.... but the secret is most body shops use Elmers glue. Thumbtacks are for the DIYers.
