there not suppose to stay one full time they only come on to blink... the jdm ones that is...

the only side markers that stay on all the time are the ones peple put on thier fenders for looks
check out european cars 90% of them have TURN signals in the fenders

You can wire them to either stay on or blink. Staying on looks a little ricey IMO.

You can make it do both, similar to the way 94-97 bumper lights are wired. But like you said, staying on looks kinda dumb, although 1st gen Rav4's and some older Subarus had sidemarkers on the fenders that only stayed on (not turn signals).
