Mistakes by smog ref. Caused failure?

I just failed smog for NOx, by a hair. NO mods. 1st ever failure.
The other gases were ALL far below the limits.
A) I waited in line idling for a 1/2 hour. When I got to the head of line, the ref told me to turn off engine while they recalibrated things. WTF?
B) Every previous smog test I've had, they pulled a big fan in front of car before the dyno pull, pointed into the grill. But NOT this time. Isn't this mandatory?
C) After he told me I failed for NOx, and I looked close at the test sheet.
It said mileage 186,009. But in reality my car has 180,069. WTF?

Yes, when I bring it for the re-test.
Should I bring up these issues about the fan and the mileage? Or not mention them at all? Do you think they're legitimate issues or am I reaching for straws?
Would they effect my passing or faiilure?

I think if they pull the fan up in front of the grill, it'd lower your engine temperature thus lower you NOx. I don't live in NY, but that's how we do it in NYC.

I have read other threads about high NOx, that say the fan WILL effect the NOx reading.

A hotter running engine will have higher levels of NoX. When they are running the engine at like 2500 rpm in 2nd gear, there needs to be airflow across the radiator or else temps will rise. I would say that the smog tech caused u to fail this one, especially since u say u barely failed.
