Cooling Fan Sensor 89 si

Fan not working.
The cooling fan sensor is a big rubber boot (near oil filter), with two wires going into it. Someone suggested disconnecting it and touching the two wires to see if the fan comes on. This would tell me if the fan sensor is out and needs replacing.
The problem, I don't know how to take the boot off. Does the entire rubber boot come off? do just the wires come out? The two wires merge right into a housing with other wires - so i'm not sure how to check this.
Any ideas?

Yes, I didn't explain myself quite well.
In order to see if the fan works - a suggestion was made to disconnect the wires from the cooling fan sensor and touch the two wires together. If the fan comes on, then I can identify that the cooling fan sensor needs to be replaced.
