3 grand rev limit, please help

Default 3 grand rev limit, please help

i just swapped a jdm ls into my 93 civic sedan and for some reason it has a rev limit around 3000rpms. im using a p06 ecu with my stock civic dx wiring harness. i tried it with my friends ls computer and it still had the premature rev limiter. my ecu is throwing code 10(intake air temperature) but we checked it and couldnt find anything wrong. also just a minute ago i started my car and revved it as soon as it started and it revved high like it should but then as soon as it revved back down it went back to having the 3grand limit again. i thought it was maybe the tps sensor but we checked it and it seems good too so im completely clueless to what the hell is causing this. please help me out. thanks
