Default Flywheel for my turbo application. Is stock strong enough?

I have been reading about flywheels for a while now but I'm still unsure which way to go.

My car is a STREET/Daily driven Civic coupe. The engine I'm building is is a D16y8/z6 sleeved 77mm/10:1 Compression JE pistons. I will be using an 18g FP turbo and running about 12-15PSI of boost, with a goal of 250-300whp on PUMP 91-93 octane gas. I have a new ACT XTSS clutch, and a Quaife LSD transmission.

I have a stock resurfaced one ready to bolt in but am having doubts.

1st question - When they resurface, does it throw the balance out? (I'm assuming this was resurfaced at napa or something similar for 25$.

2nd question - I've read of flywheels breaking. What would cause this, and am I at risk?

3rd question - if I were to go with a lighter flywheel, I have seen fidanza's and Act streetlights for sale at about 190 new. Which would be more durable/need the least amount of maintenance? What are pro's/cons of Cromoly and Aluminum?

4th question - Does a lighter flywheel increase or decrease highway gas mileage (assuming constant 70-75mph?)

5th question - If I change the flywheel later will I need to get the car RETUNED?

i have never heard of a stock flywheel breaking, at least at that power levels.
if done right, resurfacing wont throw balance off.
for boosted app. i recommend Chromoly before AL. since; it wont necessarily happen; but AL in more prone to breaking than chromoly which is a lot stronger.
