Obd2a and obd2b ITR's?

Obd2a and obd2b ITR's?
I am ordering a 96-97 jdm ITR swap and my friend is ordering the 98+ITR swap. My question is, is he going to need a ecu jumper to go to obd2a because he has the 99 si obd2b wiring harness? Did the ITR's go to obd2b?
