possible bad TPS sensor?

I am not throwing any codes yet but...
when i drive my car it seems that sometimes it holes the revs up to about 2k rpm...
on my APexi SAFC it shows the throttle position has a slight load (about 2 % fluctating)
I thought maybe my gas pedal was sticking but I tried to pull on the gas pedal (not push) when i have this problem and no luck....
what could i check ?

its not bogging at all...
its holding the rpm around 2k rpm and giving it steady fuel...
