Sounds like you got a broken cluster.

well if the speedo on ur stock DX cluster works, and the one on ur si doesnt, the si speedo is probably busted. you can take the speedo out of the dx cluster and put it in the SI one. btw, i have an extra CX speedo if ur interested

i had this problem...

how to fix it : turn on your car to normal idle....and then with the cluster window off...pull out the needle out of the speedo...and then just set it to 700-800 rpm where it should be. It works trust me.

does your stock cluster work just fine? if your stock cluster works fine then the new cluster is defective

but if your stock cluster is doing the same as your new cluster,..then its a messed up VSS,..have you gotten water on it lately?? i was doing a engine degrease one day,..my VSS got wet,..my speedo would die out on me while driving,..after a day or so the VSS dried out and the speedo was working perfectly fine again
