Default CRX won't rev past 3,250 after ZC install, I'm lost.

The lowdown.
'88 CRX Si, VIN# JHMED9368JS006549, Manufactuer date 02/88.
Original eng# D16A6 1308613 SOHC 16-valve
Computer # 37820-PM6-A040

I installed a ZC engine in the car following all the instructions posted here and elsewhere as closley as possible.
ZC eng # 6006389 DOHC 16-valve

The car runs and idles, but will not rev over 3,250. It also idles around 300rpm.
Otherwise it runs smooth, With no misses or backfiring.
After about 6 hours re-pinning the dizzy wiring trying to get it to work, and 7 or 8 hours researching this and other sites, I give up.
The only thing I can still point my finger at is the empty spot on the *** end of the exh. cam. It has a rubber plug there. All the wiring info I read said to splice the two blue wires to a CAS, only there isn't one. What gives? I also noticed that the dizzy cap and rotor are diffrent than those listed in the aformentioned parts lists. This cap comes from a '92 DX I was told?!? (I have no clue.) So, WTF is going on here? The ECM does show code 4, CAS code right?
There are obvious options, but whitch is best?

1. Get a different dizzy and CAS setup?
2. Get a different computer?
3. Rewire the dizzy in a way I can't figure out? (tried every way possible I think)
4. Burn the f'n thing?

My other question is regarding this whole mess, apparently I'm going to all this trouble for about 22hp? If I would have known that in the first place I would have told this customer to buy a no2 kit. Bigger bang for the buck? Or are there other things with this motor that I am unaware of?

you have an OBD1 ZC engine - you either need to convert it to OBD0 or convert the car to OBD1 and use OBD1 ECU

the crank angle sensor (code 4) is in the distributor - the piece that is not on the OBD1 engine is the Cylinder Position Sensor (also in distributor on OBD1) - would give code 9 - it is on the exhaust cam on the OBD0 - 88-89 integra is the same - the 88-89 integra distributor is same as OBD0 DOHC ZC, however, i don't believe it will bolt to the OBD1 head (not sure of this)
