Default 1 revolution of crank = 1/2 rev of cams???

I'm finishing up my headgasket, and am trying to set the timing. When I turn the crank pulley once, the cam gear arrows will point straight down, once more and they point straight up.....is this normal? Car doesn't start still.

when you say once do you mean one full revoultion. or turn once and it gets easy to turn. no it is not normal for one full revoultion. but normal for half a revoultion.

That's right. 1 crank degree = .5 cam degree
