Default Rear Bumper Support for '89 Hatch NEEDED

I will soon be 'inheriting' an '89 DX hatch from my mother, who's driven it since new and finally become too fed up with it to keep it any longer. The good news is that I'll be getting a car with a clean accident-free history and a good regular maintenance record (recently replaced clutch, t-belt, head gasket, etc).

The bad news is that the rear bumper has recently fallen off. Close inspection showed that the metal bumper support that the bumper cover is secured to has completely rusted away (the cause of the bumper falling off the car). Unfortunately, I cannot find figure how this piece was originally attached to the car. It seems to have been riveted in place or something of that nature.

My questions are these: where to buy a new bumper support (if that is even the correct term)? and, how to attach the new support to the car?

I'm a DIY kind of guy, I'm just new to hondas. (I've done just about everything you can imagine with my miata, from engine swaps to turbocharging to convertible tops.) I'm not looking to put a ton of money into this civic -my primary goal is simply drivability. The job doesn't have to be perfect and I can't afford to spend a lot of dough, however I do NEED to have a bumper on the car. It looks rather ridiculous without it right now.

I apologize if this question seems ridiculous, but I tried searching using several different criterion before even registering to post. Thanks in advance for all the replies.
