Default starter spiining motor not flywheel looks good

If i turn the key the motor seems to turn over a little bit then the starter just starts singing. I turnd the motor over like a 1/4 turn and it did the exact same thing thinking maby the teeth on the flywheel are gone. took off the starter the the teeth look fine on both the flywheel and the starter. then i took apart the starter and all of the gears bushings and berrings in there look fine. could the cog just be like slipping on the starter shaft?

sounds to me like the bendix gear is messed up on your starter
