Default B16A1 tuned?

My bro has a 93 hatch si with a b16a1, i/h/e and he is about to install his clutch and flywheel. My question is, after he installs the clutch and flywheel, he is going to get his car tuned. Can you tune a stock b16 without having cams or a chip? How well can you tune a stock b16a1? Thanks a lot.

You will need some form of programmable engine management, such as a VAFC or Hondata, unless you only want to adjust things such as the timing. At this point in his buildup, tuning isn't really a necessity.
