remove taillights...bake in oven for about 7 min at 210 degrees....and then try to pull the lense off. if glue isnt melting....bake a little more in small intervals. spray paint the part you want smoked with transparent smoke colored spray paint...usually found in hobby stores. melt glue again by baking and re-assemble
you might want to add some silicone when you reassemble them so it doesnt leak

couldnt you just spray them on top and not have to take them apart?

I was - That was the FIRST thing that came to my mind!
I was even going to try to photoshop a picture of someone smoking a taillight... but I have to much work to do

my friend used the spray that you can get at hobbie shops. he just sprayed a light mist on the lights, comes right of with alchohol and heavy scrubbing just in case you change your mind.
easiest way to do that is to use transparent vinyl. Thats how i did my taillights, and the best thing about using the vinyl, if you get tired of the look, you can take it off. Best of all, during the bright sunlight, the amber turn signal stills lights up very clearly. I work at a sign shop, so i have access to this vinyl. I used the dark gray on my car, but there is also a light gray that you can use. pm me if you are interested in it.
