Default surging idle

When ever I first start up my car, it starts just fine but the idle surges usually from 1000 rpm to 1500rpm then falls back to 1000 rpm over and over, as if i were hitting the gas up to 1500 rpm and letting my foot off. Tried letting it warm up but it does it even when warm. Usually when I drive it for a bit it goes away, though not all the time. Its a jdm h22a swap (if that helps) stock save for an intake and exhaust, tried fule injector cleaner, and resetting the ecu, neither worked. Anyone have any ideas, car runs fine accept for that... i can't figure it out
how could i adjust the idle?

-thanx for the help in advance

check the idle air control valve on the front of the intake manifold .. use carb cleaner on the screen to remove buildup.. that is it most of the time.. if that doesnt work take spray carb cleaner and spray along your vacuum lines.. if it smooths out or if the idle changes when you spray in any one area check that area for loose connections cracks or holes..

i also have a IACV for sale if anyone is interested
