Physically yes.
It will bolt on but you would need new healdights harness off 04 ctr and diagram.
Need whole new wiring.

We're all probably wondering when this would be available and how much? I saw on some website that had Anzo projector on our Ep3, but it wasn't available for sale. I think somebody told me that it was custom-made. I really want HID on my car, but without projector it would have too much glare.

not true. if you just get a headlights made for HID it will not give alot of glare. halogen headlights have different reflectors not made for HID. so if you get a JDM HID or OEM HID it will shine pretty straight. But beware about the JDM HID shining off a little because it is made for a RHD car.

With a RHD drive headlight, your light pattern will look something like this: \___ \___ That will cause glare to oncoming drivers in a LHD country. Illusion-Lighting does custom projector light work, but it's going to run around 800 and you won't have your headlights for awhile. Aftermarket projectors with HIDs will still cause glare in some manner because they use horrible lenses. The best route is OEM projectors.

Yes, using RHD headlights on a LHD car propably isn't the best of ideas. However, there is no need to as there are LHD versions of these (I assume that by HID you are refering to the Xenon type projectors? English isn't my native tounge... ) mounted on the 04 Civic Type-R at least here in Sweden. Must say that I like them.

German-spec CTR is LHD too. I can get them if someone is willing to pay what it costs to buy new and ship from a German Honda dealer. IM if interested.
