Help top dead center and cam gears are off...

Help top dead center and cam gears are off...
Well i set the crank to top dead center and set the cam gears to top dead center and crack the motor one time and the crack is still in time but the cam gears are off to the left...I am not missing any teeth on anything. Anyone have a clue what could be rong? it will start but it bogs and it does not have any power. https://honda-tech.com/zerothread?id=858573
