B18c1 sol TPS help.

Heres the deal, I while ago I was throwing a cel P0122 Throttle Position (TP) Sensor Circuit Low Input. I then assumed that I needed to replace the tps,, I checked the old TPS and could only get like .02 on my OHM meter. Then I replaced it thinking that would fix it. I put it on yesterday and it still doesn’t hit .5 it only hits .02 still. Whats the deal? I then talked to a gentleman that had the same problem that I did. He said he had to replace his ecu. I then replaced my ecu with a obd1 p72. I bought one and a jumper harness and replaced the old OBD2a ecu. Hoping that would fix the problem. I still can only get .02 out of it? Any ideas? And help would be great.
you actually can "clock" the tps in order to get a correct reading. I would loosen up those screws and turn it a bit and see what you get whit the ohm meter.

i did, i could only get .02? Thats at its max position. I even took it off and held the little trigger to wot, and could only get .07 or .08. Thats my problem. I can' figure out whats going on.
